Toronto Pearson is two airports operating under one name. Toronto does not get catastrophic snowfall often, but it gets deicing queues constantly between December and March. A departing private aircraft can be pushed back on time and still sit for forty minutes in a deicing bay. For inbound passengers the effect runs the other way: arrivals bunch when a system clears, and three aircraft land within twenty minutes of each other.

Billy Bishop (YTZ) sits on the Toronto Islands, a short tunnel walk from the downtown core. For a passenger whose business is on Bay Street, arriving at YTZ removes the entire highway problem — the drive is measured in minutes. It takes smaller aircraft and has a shorter runway, so it is not always an option, but when it is, it is usually the better one.
