International arrivals clear customs and exit into the arrivals hall on Level 1. Domestic and pre-cleared US arrivals exit on a different level, which is the single most common source of confusion. Leaving the airport, the main routes are Highway 427 south to the Gardiner for downtown, Highway 401 east for North York and Markham, and Highway 409 to the 400 for Vaughan.
